General

The World Baseball Hierarchy is a promotion / relegation league featuring nations that were involved in the World Baseball Classic of 2006. Each Nation League is made up of two Sub Leagues with 4 teams each. The winner of each Nation Championship will be promoted to the Nation League directly above. The worst team in each Sub-League will be relegated to one of the two Nation Leagues the directly below.

Each Nation League is set up exactly the same as the others. A 120 game schedule will be played with 24 games against each team in your Sub League and 12 games against each team in the opposing Sub League. The top team in each Sub League will play a seven game series for the Nation Championship. Each team will have three minor league affiliates (AAA,AA,A). Each minor league will consist of one Sub League with 8 teams. They will play a 90 game schedule with no championship round.

Sims consist of 7 days and are run on Mondays, Wednesdays, and Fridays at 7:OO AM CST.

The Fineable Rules are on hold over the dates a GM posts he will be away in the 'On Leave' Section of the Forum.

The Commish has the right to impose at fine not covered in the rules or change a fine or ruling if it is determined that it is necessary.

Any GM caught cheating will be dismissed from the league immediately.

Fineable ($) Rules
Export Rule

If a GM misses 3 exports in a row, he will receive a $250,000 fine.
If a GM misses 4 exports in a row, he will receive a $500,000 fine.
If a GM misses 5 exports in a row, he will be removed from the league.

This Rule is in effect at ALL times.

Designated For Assignment (DFA) Rule

If a Player is left on DFA that has less days remaining than (not equal to) the upcoming Sim, the GM will be fined $250,000. Fox Example...Player A has 3 days left on DFA and the upcoming Sim is 7 days in length, Player A must be moved to a Roster or released before the upcoming Sim or the GM will be fined and the following steps will be taken.

1. The player will be placed in AAA.
2. If a player needs to be placed on the 40-man roster to be assigned to AAA and there is no room on the 40-man roster, the player will be released.
3. If the player refuses assignment to AAA, the player will be placed on the Active Roster. If there is no room on the Active Roster, the Player will then be released.

Roster Rule

During the regular season you must maintain an Active Roster (25-man) of at least 23 players, if you fail to do so you will receive a notice via PM by your League Rep. You will then have 2 Sims to correct your Roster error, if you fail to do so you will receive a $250,000 fine and will continue to do so after each Sim until you bring that number back up to at least 23 players.

Disable List (DL) Rule

During the regular season, after a player has 0 days left on the DL (‘None’ listed for Time left on DL) and is completely healed (‘None’ listed for Injured time left) he must be removed from the DL. You will receive a notice via PM from your League Rep when a player of yours has reached that status.. You will then have 2 Sims to remove this player from the DL, if you fail to do so you will receive a $250,000 fine and will continue to do so for every Sim the player remains on the DL.

Rotation Rule

During the regular season you must use at least a 4-man rotation if you fail to do so you will receive you will receive a notice via PM from your League Rep. You will then have 2 Sims to correct your rotation, if you fail to do so you will receive a $250,000 fine and will continue to do so for every Sim the rotation remains illegal.

Payroll Cap Rule

If you are over the $90,000,000 payroll cap after a Sim during the regular season or playoffs you will receive a fine equal to the amount that you are over the cap.

Contract Extensions & Free Agents Offers Rule

1. Only 1 No Trade Clause contract per team per season.
2. Incentives & Bonuses ~ You may ONLY offer what they ask for. If they don't ask for one, you may not offer them one.
2. A player’s salary must be for the same amount every year of the contract. Example: A three year contract for $9,000,000 must be $3,000,000 per year.
3. The maximum number of years you may sign a player to a contract to is 5 years. Unless he requests more and then you may only offer the number of years he is asking.

A player’s contract will be void if he was signed by a GM who broke one of the rules above and EACH contract that has to be voided will result in a $250,000 fine.

Affiliate Roster Limit

You may have no more than 100 players total (AAA,AA,A combined) in your Minor League system.

DFA & Waivers

The number of days these are set to is equal the length of two Sims, which is generally 14 days. Meaning that you will always have a chance to pull back a Player with Revocable Waivers.

Waiver Claims

1. DO NOT make any Waiver Claims In-Game. They have to be made via the ‘Waiver Claims’ Section in the Forum.
2. You may Claim players on Waivers from any League.
3. You must be able to afford the contract of the Player you are claiming. As in, if it shows that you have $2,000,000 left for Free Agents (Owners Comments section of your Front Office Page) you can't claim a Player who makes $5,000,000 a year. If you have a negative balance available, you can't make any Waiver Claims other than on players with minor league contracts.
4. Any Players Claimed in the Off-Season cannot be traded until 7.08.13 (League Date).
5. Any Players Claimed during the Regular Season cannot be traded until the Off-Season.
6. You may not Claim your own Players.
7. If you Claim more than one Player, the priority will be the order in which you posted the Claim.
8. For the subject line of the Player you wish to Claim, please put his position, full name and league. (SS Joe Unknown USA)
9. If you would like to make a Claim on a Player who has already been Claimed, just reply to the proper post.
10. Claimed Players will be put on the proper Team at the end next Sim if he is not pulled back (an option with Revocable Waivers) by the Team waiving him.
11. Once you make a successful Claim on a Player, you will move to the bottom of the list for any other Waiver Claims you may have made for that Sim. The list will be reset after each Sim.
12. Any player with an expiring contract (not an auto-renewal or arbitration eligible) that is placed on Waivers after Expanded Rosters Start (Sim#15) will not be allowed to be claimed off of Waivers.
13. The Waiver Claim Priority is based on your League Level, then World Rankings at the beginning of the First Year Player Draft (lowest level, lowest world ranking picks first, etc.). Check this link for the priority list.

Waiver Periods

There will be three Waiver Periods as follows (League Dates):

1) March 3rd to May 27th
2) May 28th to July 29th (Trade Deadline)
3) July 30th to March 2nd (Pre-Season)

During a Waiver Period, if a player clears Waivers, the team has secured waivers on that player for the rest of the Waiver Period. Meaning that the player does not have to clear Waivers again for the rest of the Waiver Period. In order for that players Waivers to remain secured you must leave him on the team Waiver list when his status is listed as CLEARED Waivers.

The player will not appear on the League Waiver Wire if his Status on the team Waiver List is CLEARED Waivers. If you remove the player from the team Waiver list and then try to send the player to AAA or put him on DFA, he will have to pass through Waivers again.

Every player who’s status is CLEARED Waivers will be removed from the team Waiver List on the last day of each Waiver Period.

*This rule does not apply to players who have Minor League Option years remaining. They can be freely moved from League to League without having to pass through Waivers.

Trades

One team posts the trade in the Completed Trades section in the Forum and the other replies with confirmation. The trade will then be processed after the next Sim. Please post the players postition, full name, and current league level.

1. There is absolutely no trading of Draft Picks.
2. You may only add to your Payroll via trade the amount shown as the '$ available for player or staff signings' in the Owner Comments area of your team Front Office Page.
3. Any Free Agent (signed to a Major League Contract) or Waiver Claim acquired in the Off-Season cannot be traded until 7.08.13 (League Date).
4. Any Free Agent (signed to a Major League Contract) or Waiver Claim acquired during the Regular Season cannot be traded until the Off-Season.
5. Cash may be traded for Players.
6. Trades may be made with any Team in any League.
7. If a player (who is part of a completed trade) is injured for more than two weeks during the Sim the trade is to be processed, the trade will be put on hold in case the teams involved wish to cancel, rework or continue with the trade.
8. Trades & the 'Trade Block' section of the Forum are open from the start of the First Year Player Draft until the Trade Deadline.

First-Year Player Draft

The First Year Player Draft (10 Rounds), which is on 4.01 (in-game), will be conducted via the Draft Utility and will run concurrently with the Off-Season Free Agency Period.

1. GM's will draft the players until the end of Off-Season Free Agency, then AI will finish whatever remains of the draft.
2. All teams will have at least 12 hours to make their selections.
3. If you fail to make your selection in the alloted time, you team will be put on Auto-draft for the remainder of the draft unless you change it back.
4. The players you Draft will not appear on your Rosters in-game until 4.01 (League Date).

Off-Season Free Agency Period (League Dates)

FA Sim #1 - March 7th - 11th
FA Sim #2 - March 12th - 16th
FA Sim #3 - March 17th - 21st
FA Sim #4 - March 22nd - 26th
FA Sim #5 - March 27th - 31st

20 high priority Free Agents are bid on outside of the game using a semi-blind bidding system...details can be found in the Forum.

Note - All Free Agents are put into the same pool for any team in the entire Hierarchy to make offers to.

Spring Training

ST Sim #1 - April 1st - April 13th
ST Sim #2 - April 14th - April 28th

Rule 5 Draft

1 - The Rule 5 Draft will take place on December 1st (League Date).
2 - You may only draft players from the league you currently in (in-game).
3 - You cannot draft your own players.
4 - In order to participate in the draft you must have room on your 40-man roster.
5 - The draft will be done via list...send your picks by private message (PM) to Baracoa in the Forum.
6 - You will draft all players from your list if they are available. Meaning, if you only want to draft two, then you need to let me know this.
7 - All players drafted must remain on you 25-man roster the entire 2012 regular season.
8 - You cannot trade a Rule 5 draft pick until 7.08.13 (League Date)
9 - If you waive a Rule 5 pick, the team you drafted them from will have priority on the claim. Note…that team must put that info in their Waiver Claim.
10 - Each player you select will cost $150,000 so you must have enough money as shown in the '$ available for player or staff signings' in the Owner Comments area of your team Front Office Page or you will not be allowed to participate in the Draft.

Promotion & Relegation Of Teams

Teams will switch Nation Leagues each year at the start of Pre-Season.

The better record of the two Champions of the Nation Leagues directly below a level gets to choose which Division he wants to be promoted to in the Nation League above.
Example: The Champion of the Japan League has a record of 100-20 and the Champion of the Cuba League has a record of 90-30. The Japan Champion, having the better record, chooses the USA Latitude Division. Next, the USA team with the worst record in the Latitude Division would be relegated to the Division that the Japan Champion that was promoted from.. Then, the Cuba Champion and the USA team with the worst record in the Longitude Division would swap places.

Tie Breaker order for teams with the same record:
1 - Head-to-Head Record
2 - Pyt. Record
3 - Coin Flip

Finances
Ticket Prices

Ticket Prices may be set anywhere from $10 to $20 dollars.

Market Size / Media Revenue

Every team will always have Market Size of Average and a Media Revenue of $25,000,000.

Gate Revenue

The Gate Revunue for each team will be figured by AI, which is Ticket Price multiplied by Attendance.
Visiting teams will receive 20% of the home team gate.

Fan Interest

Fan Interest will be determind by AI.

Fan Loyalty

1. Fan Loyalty will be based on a three year accumulative point system. You will earn or lose points each according to how you finish each season.

League Championship: +1
Division Championship: +1
Record of .500 and above: +1
Record below .500: -1
Last Place in the Division: -1
Worst Record in the League: -1

4 . If your Team falls into the Almost Non-Existent Category, you will be fired as the GM and the team will relocate to a different city and all the ratings will be set to Average once again.

Merchandising Revenue

1. The Average Revenue per team is $75,000,000. This breaks down to the Media Revenue ($25,000,000) plus last years Average Gate Revenue ($31,100,000) which is then subtracted from $75,000,000 to get the Average Merchandising Revenue of $18,900,000.

2 . The Average Merchandising Revenue is then broken down to $6,300,000 per factor ($18,900,000 / 3). Your Merchandising Revenue at the end of the season is figured by adding up the three factors in the chart below.


3 . The Market Size will always be Average.
4 . The Fan Loyalty is figured according to the Fan Loyalty Point System.
5. The Fan Interest will be determined by AI for each team. Remember that Fan Interest fluctuates throughout the season but, the number used for your team will only be the one taken at the end of the Championships. All the more reason not to slack off towards the end of the year.

Budget

Your Team Budget for each new season will be your Team Revenue Total from the previous sesason.
